How in the heck do crochet border stitches into the starting chain?

I'm finishing a blanket and wanted to do a border on it. I rarely do borders because they're so damn confusing. I made it down the side okay but now I'm trying to crochet into my starting chain and it doesn't make sense. It basically just looks like twisted yarn. I've tried once and had way too many stitches in, so I frogged it and did every other spot from what I did the first time and then I didn't have near enough stitches in.
