Form-fitting crochet clothing

Hi all, I am a beginner in crochet and I want to crochet a form-fitting cropped sweater vest, kind of like this: https://www.glassons.com/cropped-houndstooth-knit-vest-kv50158cht-cherry-houndstooth
However all of the patterns I’ve seen are for loose-fitting styles, and are the same width rather than decreasing in the waist or increasing for the chest. Is this because crocheted pieces don’t stretch very well and so something that would fit tightly around your waist would not fit over your shoulders? Or another reason?
