beginner to crochet - need help understanding pattern

Hello, I'm working on a hooded scarf single crochet pattern. Here are the first two lines:
ROW 1: ch 35, sc in second and third chs from hook, *ch 2, sk 2 chs, sc in next 2 chs, rep from * across, turn
ROW 2: ch 1, sc in first 2 sc, *ch2, sc in next 2 sc, rep from * across, turn
And the rest is repeats of row 2.
The bolded text is where I'm having trouble. So I'm doing a single crochet twice to begin the row, then chaining 2, then doing 2 more single crochets, and repeating.
Is that right? Doesn't the chaining add on more stitches for the next rows? Any help/guidance would be really appreciated!
