HELP! Tips on making crocheted sweater smaller???

Hi! I am new to the crochet world and I am making a crochet sweater!
I accidentally stretched my project too much while crocheting and now I am not sure how to make it smaller... I am starting the sweater from the bottom and already made the ribbing for the bottom of the sweater and maybe around 10 rows above... It is supposed to be around 21 inches for the front panel that I am making but it is almost a 30 inches! I don't want the sweater to be too massive so is there a way I can join the back panel without having the circumference reach 50 inches?

Please leave any tips as I really don't wish to restart this project TT...
