Help w crochet shorts ?

I'm trying to crochet shorts -- How on earth do I make a band that fits over my thighs but also isn't massive on my waist? I'm following a pattern that says to make the band the size of your waist (using hdc ribbing), but it just isn't stretchy. Thanks in advance!
