What am I doing wrong?

I'm working on [this pattern](https://crochetdreamz.com/2016/09/happy-feet-sandals-pdf-crochet-booties.html].
I'm making the 9-12 month size. Try as I might I can only come up with 27 stitches at the end of round 1 (pattern says 32 for the size in doing). I'm also slightly confused by the verbiage "slip stitch to beginning ch 1." I didn't chain 1 at the beginning of the round? I assume it means the chain I skipped at the beginning of the round? Still, I've tried several times and I'm getting 27 stitches. Any help is greatly appreciated, I am super rusty and I feel like I'm missing something obvious!
