I just can't figure out what this stitch is...

Hey guys, I'd like your help with something! What stitch is used in the 4th round of this pattern? I know the center is 16 tc, the 2nd round is 2dc between each tc and then a sc between each of those for round 3 but I can't figure out which stitch is the one after that and how they go from having 32 stitches to 24 like I counted on the pattern. Any help is appreciated! Note: I've tried contacting the artist on tumblr. They posted this motif 2 years ago and said there was a pattern 'coming soon' but nothing else has been posted or announced. I'd love to pay them for the pattern but it's just not possible. They go by the name crochetghoulie on Tumblr and have several other cool patterns that are finished, but just not this one!
