pattern help?

I'm working on the Mother of Dragons dice bag on Ravelry, and I'm a little confused on how one of the rows is supposed to work
In row 3 of the scales pattern It says to "*2 dc in the center of scale, 2 dc in the space between two skipped dc*
but that sounds like I have to skip the two stitches in the first half of each scale to do that, and it leaves pretty big holes in the bag. Am I reading this right? I'm a little new to reading crochet patterns and I'm not really sure...
