Can anyone explain this pattern to me

I’m new to this and utterly confused as to how I’m supposed to just skip 24 stitches. Sorry if this is a dumb question I’m just having a hard time wrapping my head around this.
ch 26. sl st to the 1st ch. Ch 1
Rnd 1: Sc around (26)
Rnd 2: [Sc 12, inc] around (28)
Rnd 3: [Sc 13, inc] around (30)
Rnds 45: Sc around (30)
Rnd 1: Sc 3, place st marker in the next st, sk 24 sts (including the one with the st marker), sc 3. (6)
Rnd 2: Sc, dec 2, sc (4) F/O
