Help needed crocheting on the bias

I'm new to crocheting and while I know most of the stitches I'm having difficulty reading a free pattern for making a striped blanket on the bias. Specifically, I don't understand how to use the direction "skip first sc," specifically when I've only done one sc πŸ˜„. This is a free pattern available on the Yarspirations website so I'm including the pattern here, but please let me know if that is not allowed.

Pattern: BIAS STRIPED SWIRL CROCHET BLANKET

Inc Section: Ch 3.

1st row: (RS). 1 sc in 3rd ch from hook (counts as 1 sc. Ch 1. 1 sc). Turn. (I've got this)

2nd row: Ch 3. Skip first sc. (1 sc. Ch 1. 1 sc) in ch-1 sp. Turn. (don't got this...how do I skip the first sc when I've only done one sc in 1st row?)

3rd row: Ch 3. Skip first sc. 1 sc in next ch-1 sp. Ch 1. (1 sc. Ch 1. 1 sc) in last ch-3 sp. Turn.

I've tried to watch several videos on diagonal/bias crocheting, but none of the videos detail a similar pattern.
