I'm at row 15 of the instep and I'm confused about row 16. The instep is currently a flap connected at one end to the bootie base. Is row 16 to stitch the sides of the instep to the base? I don't know where to "sc in next 9hdc".

Thanks for any help explaining this pattern! It doesn't seem to explain how to join the cuff either.

Row 16: Sc in next 9 hdc to center back of heel, join with slip st to next sc (first sc of instep Row 1).
