Making a bottom up beanie.. why does it keep getting wider?

I’ve made sure not to add stitches but it keeps getting wider. I did 3 rows of double crochet and it got wider and wider. This doesn’t happen when I crochet a rectangle, there is something about it already being stitched in a tube that’s making this issue. Is it probably my tension? How best to avoid this? Have had to frog quite a bit.
